In Round 4, players federate across the supply chain — they pick which partners (Foundry, OSAT, OEM) to connect to, which signals (capacity, yield, PCF, inventory, forecast) to share, and under which contract policy (open · contractual EDC · sovereign EDC + GAIA-X).
